What the inspector wrote
On 9/23/2025 an unannounced Annual inspection was conducted by Licensing Program Analyst, (LPA) Yesenia Fierro. LPA met with Director, Teresa Reyna and toured the facility, both indoors and outdoors. This facility is composed of three (3) classrooms. LPA Fierro observed all required licensing forms, menus, and daily activity schedules to be posted in a visible location for authorized representatives to view them. A census was taken and there were 52 day care children present. This facility runs two (2) half day programs and one (1) full day program. The half day programs run as follow, the AM session is from 8:15AM to 11:15AM and PM session is from 12:00 AM to 3:00 PM. The full day program runs from 7:30AM-2:30PM.
During today\342\200\231s inspection LPA Fierro observed furniture and equipment are in serviceable condition. Floors and area rugs in the classrooms are clean. There is adequate heating and ventilation for the comfort of those in care. LPA observed the classrooms to have age-appropriate learning material, toys, and dramatic play equipment. Materials and surfaces accessible to children are clean and in operable condition. Toilets and handwashing facilities are safe, sanitary, and in operating condition. The facility has a multi-purpose room that children have meals in, meals are prepared on site. The facilities kitchen, food preparation and storage areas were observed to be clean, free of litter/rubbish and free of rodents/vermin. All foods/beverages capable of rapid spoiling are stored in covered containers at 45 (F) degrees or less. Drinking water is available both indoors and outdoors by the use of water fountains and water jugs. Solid waste storage containers have tight-fitting covers and are in good repair. The facility is free of flies, insects, and rodents. The LPA did not observe disinfectants, cleaning solutions and other dangerous items to be accessible to children. There were no poisons observed on the premises accessible to children. Licensee is aware that poisons are required to be locked and inaccessible to children.

LPA Fierro observed playground equipment is in safe condition, free of sharp, loose or pointed parts. The surface of the outdoor activity space is maintained in a safe condition and is free of hazards. Areas around high climbing equipment, such as swings and slides have cushioning material to absorb falls. There is no swimming pool or other bodies of water on the premises.
LPA reviewed a sample of children\342\200\231s files and observed files were complete with contact information for authorized representatives and or relatives or others who can assume responsibility for the child, medical assessment, and immunizations recorded. The person who signs the child in/out of the facility shall use their full legal signature and record the time of day. All children are under supervision, including visual supervision, of a teacher at all times. There is a ratio of one teacher supervising no more than 12 children in attendance. Capacity and limitations as specified on the license are being maintained. Staff are fingerprinted as a condition of employment through
Patterson Joint Unified School District.
LPA reviewed a sample of staff files and observed files complete with health screening, immunization records for influenza, pertussis and measles and current documentation of completed mandated reporter training. Staff records contain documentation of meeting qualification requirements. The name of the childcare center director or fully qualified teacher(s) designated to act in the director\342\200\231s absence has been reported to the Department.
Incidental Medical Services (IMS) are being provided. This facility provides Incidental Medical Services \342\200\223 IMS. LPA reviewed storage of medication and equipment/supplies, and reviewed children\342\200\231s, personnel, and administrative records. which will provide access to Provider Information Notices (PINs), Quarterly Updates, COVID-19 Information and Resources, Mandated Reporter Training, Safe Sleep in Child Care, Lead Poisoning Facts, Forms and Regulations.

LPA also informed Director of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at

and recommended they register all infants devices with the CPSC to be notified of any recalls on their purchased equipment.
The Director was reminded that all adults 18 and over, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated.
Facility completed testing and no lead exceedances: Assembly Bill (AB) 2370, Chapter 676, Statutes of 2018, requires all licensed Child Care Centers (CCCs) constructed before January 1, 2010, to test their water (used for drinking and food preparation) for lead contamination before January 1, 2023, and then every 5-years after the date of the first test.
For childcare center licenses issued after July 1, 2022, the licensee shall test their water for lead within 180 days of licensure pursuant to Written Directives section 101700 (PIN 21-21.1-CCP).
LPA verified that the lead testing was completed in accordance to the Written Directives outlined in PIN 21-21.1-CCP.
Director was informed of the MyChildCarePlan.org website; a consumer education website that helps families obtain childcare by connecting them to childcare providers and Resource and Referral Agencies (R&Rs) throughout California.
