What the inspector wrote

On 06/23/2021, Licensing Program Analysts (LPAs) Juvenal Moctezuma conducted an announced Prelicensing Inspection and met with Site Supervisor, Deborah Harvey & Assistant Director, Emily Wall. LPA explained the reason of the inspection and a tour of the center was conducted both inside and outside. The center is located on 105 East G Street in Oakdale, CA. The Licensee is doing a change of location from 1351 E. G Street in Oakdale, CA - Facility # 503810025. Deborah is requesting to keep the same preschool capacity of 48 Children ages 2-6 Years Old. This program will operate year round from 6:00 AM to 5:30 PM Monday through Friday. This program will operate in the preschool classrooms numbered 1, 2, & 3 . The center stated that parents will provide their children with breakfast, a morning snack, Lunch, and afternoon snack. Deborah stated that the center has prepackaged food incase a parent forgets to bring their Child food but they do not provide any meals since the center does not have access to a kitchen. Staff will utilize the women's bathroom located outside next to the playground. The center also has access to the Men's bathroom. Ill children will be isolated in the site supervisors office and will use the staff bathroom when ill. All the cleaning items, toxins, & medications are stored in the cabinet that is kept in the children's bathroom. Deborah stated that the cabinet will remain closed and locked at all times. The classrooms had age appropriate toys and were observed to be clean & free of toxins. LPA observed that the furniture, toys, and equipment inside the classrooms appeared to be safe and in good condition. There is at least one working carbon monoxide in the center. Deborah stated that parents will walk into each classroom to sign their children in/out. Room measurements were taken and reviewed with Deborah. The total inside preschool area measured to an approximate 1,708 square feet which will accommodate the requested capacity of 48 preschool children. Deborah stated that she has the children's cots at the other center but will bring them once that center closes and this center opens. They will be stored in the big cabinet in classroom #1. Report Continued Onto LIC 809-C LPA observed plenty of age appropriate toys and enough tables & chairs to meet the requested capacity. The center provides bedding and blankets and get sent home with parents every Friday to get washed. There are a total of 4 toilets and only 3 sinks/hand washing fixtures available for the preschool children. Deborah stated that she will amend her requested capacity to 45 Preschool children since she doesn't have access to another sink. LIC 200A was amended during the inspection. Each classroom is using water jugs and disposable cups for drinking water. Water jugs will also be used for the outside play area. The approximate outside square footage for the preschool area was measured and reviewed with Debroah. The total preschool play yard measured to an approximate 3,025 Square feet which will only accommodate a maximum of 40 preschool children at once. Deborah stated that they will stagger their play times so no more than 40 preschool children go out at once. A waiver will be submitted and pending approval. The play yard has a fence that goes all around. The play structure has an age sticker that states its for children ages 2-12. LPA observed plenty of grass and rubber mulch to cushion the fall zones. Debroah stated that they will add a shade structure and repaint the church wall since paint is chipping. More toys will be brought over from the other center. LPA reminded Debroah to have visual supervision of children at all times. A fire clearance for a total of 45 Preschool children will be sent out to the Oakdale Fire Department. This facility plans to provide Incidental Medical Services \342\200\223 IMS. A Plan of Operation that includes IMS must be submitted to the Department. Inside Day-care: \302\267 Get soap and towel dispensers for sinks in classroom and bathroom. \302\267 Get toilet paper in children's bathroom. \302\267 Fix Children's toilet that is leaking. Report Continued Onto LIC 809-C \302\267 Submit pictures of additional cubbies added in classroom #3 \302\267 Submit pictures of Water Jugs With disposable cups in each classroom. \302\267 Submit proof of 45 Cots. \302\267 Add gate leading into classroom #1 from Sign in/out area. Outside Daycare: \302\267 Submit proof of added shade structure. \302\267 Submit proof of moved black iron gate to make electrical piping inaccessible to children and fall zone. \302\267 Submit proof of water jugs and disposable cups for outside play area. \302\267 Submit proof of additional toys outside. \302\267 Paint church wall since paint is chipping off \302\267 Add Gate to make heaters/coolers inaccessible to children. Pending a final file review and completion of above items, a recommendation will be made to license the above facility for a capacity of 45 preschool children.
