What the inspector wrote

On 8/9/24 at 9:15 am, Licensing Program Analyst (LPA), Joseph Pacheco conducted an announced Pre-Licensing inspection for a change of ownership. Upon arrival, LPA met with Director/Facility Representative Peggy Smith. Applicant is requesting to be licensed for 30 preschoolers ages 2-6 in one single preschool classroom. This facility operates on a traditional school year schedule. Hours of operation will be 7:00 am \342\200\223 6:00 pm. All indoor and outdoor activity space utilized for the children was inspected today. LPA informed Director that staff are required to maintain direct visual supervision of the children at all times during indoor and outdoor activities. When medications are on site, Director stated that they will be kept in a locked box in an upper cabinet in the kitchen area. A first aid kit is located on top of the refrigerator in the kitchen area There is an operational carbon monoxide detector on site located above the handwashing sinks in the classroom. All required licensing documents were observed posted in the entrance located near the kitchen area. Children will be signed in and out at a desk near the kitchen area. LPA continued to tour the facility and measured all indoor and outdoor activity space. Total indoor activity space measured to an approximate 1,353 square feet which is sufficient to accommodate the requested overall capacity of 30 preschool Children. LPA observed all indoor activity space to be complete with safe, age-appropriate furniture and equipment, including tables, chairs, cubbies, napping cots, bookshelves, and other activity supplies for the children. Drinking water is available in the classrooms via a water pitcher. Facility obtains drinking water from a water vending machine in town and fills up multiple containers that they store at the facility. That water is used to fill pitchers which are used during indoor activities. Children bring sippy cups from home but facility has cups on hand in case a child forgets. LPA observed all hazardous items to be inaccessible to children. There are no bodies of water or weapons on the property. Fire clearance was granted on 5/29/24 by the Patterson Fire Department for 30 preschool children ages 2-6 including no more than five children between the ages of 24 months \342\200\223 36 months. LPA observed a total of 4 sinks and 2 toilets available for children\342\200\231s use. These are sufficient to accommodate the requested overall capacity of 30 preschool children. CONTINUED ON LIC809-C There is a separate staff restroom equipped with a toilet and a sink. The isolation area for children who are ill will be in the Director\342\200\231s office and ill children will use the staff bathroom when isolating. Facility will provide Breakfast and a PM snack. Parents provide lunch. Facility has a supply of food on hand in case the parents forget to send lunch with their child. The kitchen area currently includes a refrigerator, freezer, oven and stove. The kitchen area and food storage areas were observed to be free of rodents and/or vermin. Food was observed to be properly stored separate from cleaning materials. Hazardous items in kitchen are inaccessible to children via being kept in upper cabinets or via child safety locks. The facility currently has a fully fenced playground area for preschool children. Chain link fencing is at least four feet high. The total square footage for all the outdoor activity space for the preschool is approximately 5,494 square feet which is sufficient to accommodate the requested capacity of 30 preschool children. Shade is provided via a shade structure. There are sufficient outdoor age-appropriate toys and play equipment available on the playground. There is a climbing structure on the preschool playground. LPA did not observe a manufacturers sticker on the equipment. The climbing structure appeared to be age appropriate for preschool children ages 2-5. Director was advised to obtain an owner\342\200\231s manual for the play structure. The climbing structure is properly anchored. There is adequate cushioning in fall zones of climber provided by wood chips. Drinking water is available via water pitchers. Children bring their sippy cups outside for water consumption during outdoor activities. Water fountains were also observed in the outdoor area. LPA observed all hazardous items on the playground to be inaccessible to children. Director was reminded that any changes to the facility must be reported to and approved by Community Care Licensing. For child care center licenses issued after July 1, 2022, the licensee shall test their water for lead within 180 days of licensure pursuant to Written Directives section 101700 (PIN 21-21.1- CCP). Director was reminded that all adults 18 and over responsible for administration or direct supervision of staff, persons who provides care and supervision to children, and staff who have contact with children, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day for a maximum of 5-days or, if the penalty is for a repeat violation, for a maximum of 30-days per person will be assessed if this regulation is violated. CONTINUED ON LIC809-C The following items must be completed prior to the issuance of the license: Inside Daycare: 1) Obtain a trash can with a tight-fitting lid for the disposal of solid waste. 2) Obtain adhesive tape for the first aid kit. Director, Peggy Smith understands that all proof of corrections must be provided to the Department within 30 days, or the application may be denied. Exit interview conducted and report was reviewed with Director, Peggy Smith. A copy of this report is to remain in the facility for public review. This report shall be made available to the public upon request.
