What the inspector wrote

On 7/17/24 at 9:45 am, Licensing Program Analysts (LPAs), Joseph Pacheco and Ka Vang conducted an announced Pre-Licensing inspection for a relocation. Upon arrival, LPAs met with Applicant & Director, Ana Corona. Applicant is requesting to be licensed for 23 preschoolers ages 2-5. There are two classrooms, a big classroom and a small classroom. There is no wall or door separating the two spaces and children can freely access both areas. This facility operates on a traditional school year schedule. Hours of operation will be Monday \342\200\223 Friday 7:30 am \342\200\223 4:30 pm. All indoor and outdoor activity space utilized for the children was inspected today. LPA informed Applicant that staff are required to maintain direct visual supervision of the children at all times during indoor and outdoor activities. When medications are on site, Applicant stated that they will be in the upper cabinet in the kitchen. A fully equipped first aid kit is located in the upper cabinet in the kitchen. There is an operational carbon monoxide detector on site located in the ceiling of the big classroom. All required licensing documents were observed posted in the big classroom near the front door. Children will be signed in and out electronically. LPA continued to tour the facility and measured all indoor and outdoor activity space. Total indoor activity space measured to an approximate 691 square feet which is sufficient to accommodate up to 19 preschool children. Applicant is now requesting to be licensed for 19 preschool children. LPA observed all indoor activity space to be complete with safe, age-appropriate furniture and equipment, including tables, chairs, cubbies, napping mats, bookshelves, and other activity supplies for the children. Drinking water is available in the classrooms via a water vendor service. Facility has pitchers to dispense the water during indoor and outdoor activities. Facility provides the children with cups for drinking water. LPA observed all hazardous items to be inaccessible to children. There are no bodies of water or weapons on the property. Fire clearance was granted by the Newman Fire Department on 5/9/24. LPA observed a total of 2 sinks and 2 toilets available for children\342\200\231s use. This is sufficient to accommodate the newly requested overall capacity of 19 preschool children. There is a separate staff restroom equipped with a toilet and a sink. The isolation area for children who are ill will be the corner of the small classroom near the children\342\200\231s bathroom. Ill children will use the staff bathroom. CONTINUED ON LIC809-C Facility will provide breakfast, lunch and a PM snack. The kitchen area currently includes a freezer, refrigerator, oven, stove and sink. The kitchen area and food storage areas were observed to be free of rodents and/or vermin. Food was observed to be properly stored separate from cleaning materials. Hazardous items in kitchen are inaccessible to children via a child safety gate. The facility currently has a fully fenced playground area. Chain link fencing is at least four feet high. The total square footage for all the outdoor activity space for the preschool is approximately 4,684 square feet, which is sufficient to accommodate the newly requested capacity of 19 preschool children. Shade is provided via mature trees. LPA\342\200\231s observed paint chipping off the western exterior wall of the building. Applicant stated that the building is owned by the city of Newman and it\342\200\231s a historical building. LPA\342\200\231s advised Applicant to discuss with the city having this area of the building repainted so that it would not be a potential safety hazard for children and to avoid future citations. There are sufficient outdoor age-appropriate toys and play equipment available on the playground. There is a climbing structure on the playground for children which is properly anchored. Applicant did not have an owners manual for the play structure. Structure appeared to be age appropriate for preschool children. Applicant was advised to obtain the manufacturers specifications for the play structure in the event a child ever gets hurt while using it so that she has documentation to verify that it\342\200\231s age appropriate for preschool use. There is adequate cushioning in fall zones of climber provided by rubber chip cushioning. Drinking water is available via pitchers filled by staff. The drinking water is provided by a water vendor service. LPA observed all hazardous items on the playground(s) to be inaccessible to children. Applicant , Ana Corona was reminded that any changes to the facility must be reported to and approved by Community Care Licensing. For child care center licenses issued after July 1, 2022, the licensee shall test their water for lead within 180 days of licensure pursuant to Written Directives section 101700 (PIN 21-21.1- CCP). Applicant was reminded that all adults 18 and over responsible for administration or direct supervision of staff, persons who provides care and supervision to children, and staff who have contact with children, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day for a maximum of 5-days or, if the penalty is for a repeat violation, for a maximum of 30-days per person will be assessed if this regulation is violated. CONTINUED ON LIC809-C This facility plans to provide Incidental Medical Services \342\200\223 IMS. For IMS information, see PIN 22-02-CCP . Pending a final file review and manager approval, a recommendation will be made to license the above facility for 19 preschool children.
