What the inspector wrote

Licensing Program Analyst (LPA) Aurelio Mendoza conducted an unannounced Annual/Random Inspection and was greeted by Licensee Connie Vasquez. Also present during the inspection were the licensee\342\200\231s adult daughter and her assistant. The family child care home operates Monday through Friday from 7:00 a.m. to 5:00 p.m. LPA toured the interior and exterior of the home and conducted a census. The current facility sketch was reviewed and verified. The daycare room, kitchen, dining room, bedroom #1, bedroom #2, hallway bathroom, and living room are all used for providing care and were observed to be accessible to children. All other rooms are off-limits and made inaccessible using child safety gates and doorknob safety locks. The licensee has one dog. LPA reminded the licensee that she is responsible for her pet\342\200\231s behavior and any injuries that may occur as a result. An above-ground swimming pool is located in the backyard. The pool area is fenced and made inaccessible. The pool gate is self-closing, self-latching, and opens away from the pool. There are no windows or doors providing direct access from the home to the pool area. LPA discussed new pool safety requirements under AB 2866, effective January 1, 2025, and informed the licensee that Provider Information Notice (PIN) 25-01-CCP was issued on January 6, 2025. There are no firearms or ammunition on the premises. All poisons are stored in a locked area and none were observed during the inspection. Detergents, cleaning compounds, medications, and other hazardous items are inaccessible to children. (Continued on LIC809-C) There is one fireplace in the living room, made inaccessible with a metal screen and glass doors. The fireplace will not be used during daycare hours. The home has a functioning fire extinguisher, smoke detector, carbon monoxide detector, and appropriate heating and ventilation for safety and comfort. The home is a single-story residence with no stairs. Age-appropriate toys and safe play equipment were observed. A working telephone is available, and the phone number on file was confirmed to be accurate and verified as (209) 484-8987. The licensee ensures children in care are supervised at all times and understands that children shall never be left unattended in parked vehicles. The outdoor play area in the backyard is fully fenced and free of hazards. The license capacity is being maintained as specified on the license. LPA reviewed a sample of children's files and found them to be complete, with all required emergency information present. The licensee\342\200\231s Mandated Reporter Training is current and valid through 09/14/2025. The CPR/First Aid certification is valid through September 2025. Records indicate that all employees and volunteers have immunization documentation on file for influenza, pertussis, and measles. LPA discussed the Community Care Licensing website at www.ccld.ca.gov , which provides access to forms, regulations, Provider Information Notices (PINs), and quarterly updates. Reporting requirements under Section 102416.2 were reviewed. Licensee Connie Vasquez was reminded that all adults age 18 and older residing or working in the home, including employees and volunteers (unless otherwise exempt under Health and Safety Code section 1596.871), must obtain a criminal record clearance or exemption, or transfer an existing clearance prior to being present in the licensed Family Child Care Home. A civil penalty of $100 per day, per person, for up to 5 days (or up to 30 days for repeat violations) may be assessed for non-compliance. LPA discussed Safe Sleep Regulations and referred the licensee to the Safe Sleep webpage at https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-and-resources/safe-sleep for additional guidance. LPA also recommended that the licensee regularly check the Consumer Product Safety Commission (CPSC) website at www.cpsc.gov for recalled infant products and register infant equipment to receive recall notifications. (Continued on LIC809-C) The Incidental Medical Services (IMS) policy was discussed. For details, the licensee was referred to PIN 22-02-CCP. If IMS is provided, a Plan for Providing IMS must be submitted to the Department. Information regarding the Americans with Disabilities Act (ADA) was provided, including contact details for the U.S. Department of Justice ADA Information Line at (800) 514-0301 (voice) or (800) 514-0383 (TTY), and the publication \342\200\234Commonly Asked Questions about Child Care Centers and the ADA,\342\200\235 available at www.ada.gov/resources/child-care-centers . Licensee Connie Vasquez was also informed of MyChildCarePlan.org , a consumer education website that helps families find child care and connect with local Resource & Referral agencies. An exit interview was conducted and the report was reviewed with Licensee Connie Vasquez. During the exit interview, the licensee confirmed that there are no Registered Sex Offenders living in the home, and LPA verified the RSO status in the Facility Administration System (FAS). No deficiencies were cited during today\342\200\231s inspection, in accordance with Title 22, Division 12 of the California Code of Regulations. Licensee Connie Vasquez was provided with Appeal Rights. This report is to be made available to the public upon request. A LIC 9213 Notice of Site Visit was issued and must remain posted for 30 days.
