What the inspector wrote
Licensing Program Analyst (LPA) Aurelio Mendoza conducted an unannounced Annual/Random Inspection and was greeted by Licensee Sabrina Garcia. Also present was the licensee\342\200\231s husband, who has been cleared through Guardian.
Licensee Sabrina Garcia stated that her current daycare hours are Tuesday through Friday from 7:00 AM to 4:00 PM, and that she remains flexible in making arrangements to accommodate the families currently receiving care.
LPA toured the home inside and out, and a census was taken. The facility sketch was reviewed and confirmed that the kitchen, dining room, living room, bathroom, Room 2, Room 3, and backyard are used for child care and accessible to children. During the inspection, the LIC 999 facility sketch (floor plan) was updated, initialed, and dated by both LPA Aurelio Mendoza and Licensee Sabrina Garcia to reflect the current accessible areas for children in care. All other rooms are made inaccessible with the use of doorknob covers.
There are no in-ground swimming pools or other bodies of water on the premises. LPA discussed the new pool safety requirements under AB 2866, effective 01/01/2025, and informed the licensee of PIN 25-01-CCP, issued on 01/06/2025. A small children\342\200\231s blue wading pool was observed during the inspection, turned over and not in use. Licensee stated that after any water play activity, the wading pool is emptied immediately. (Continued on LIC809-C)
Firearms and ammunition are present on the premises. LPA, accompanied by the licensee\342\200\231s husband, visually confirmed that all firearms and ammunition are stored separately and locked as required. All poisons are kept in a locked storage area; none were observed during the inspection. Detergents, cleaning supplies, medications, and other hazardous materials are stored out of children's reach.
There is one fireplace located in the living room. It is made inaccessible with a metal screen door and is not used during daycare hours. The home has a working fire extinguisher, smoke detector, carbon monoxide detector, and adequate heating and ventilation for safety and comfort.
This is a single-level home with no stairs. Safe toys and age-appropriate play equipment were observed. The home has working telephone service, and LPA confirmed the phone number.
Licensee ensures children are supervised at all times and is aware that children shall not be left unattended in parked vehicles. The backyard, used for outdoor play, is fully fenced and free of hazards. The facility is operating within the licensed capacity.
LPA reviewed a sample of children\342\200\231s records and found them to be complete with required emergency contact information. Licensee Sabrina Garcia\342\200\231s Pediatric CPR/First Aid certification through the American Heart Association is valid through 07/2027, and her Mandated Reporter Training (AB 1207) is valid through 10/06/2025. Records confirm that all employees and/or volunteers have the required immunizations for influenza, pertussis, and measles.
LPA discussed the Community Care Licensing website (

), which offers access to forms, regulations, Provider Information Notices (PINs), and quarterly updates. LPA also reviewed reporting requirements outlined in regulation Section 102416.2.
Licensee was reminded that all adults age 18 and older residing in or working at the facility must have a criminal record clearance or exemption (or have it transferred) before initial presence in the home, as required by Health and Safety Code section 1596.871. Failure to comply may result in a civil penalty of $100 per day, per person, up to 5 days, or up to 30 days for repeat violations. (Continued on LIC809-C)
At the time of inspection, Licensee Sabrina Garcia stated she does not currently care for any children under 24 months outside of her own. However, she maintains Safe Sleep logs for her own infant. LPA discussed Safe Sleep regulations and shared the Safe Sleep webpage:

) for recalled infant devices and registering infant equipment to receive recall notifications.
Licensee reported no children currently require an Incidental Medical Services (IMS) plan. LPA discussed IMS policies. For more information, see PIN 22-02-CCP. Licensee Sabrina Garcia was informed of MyChildCarePlan.org, a consumer website that helps families find child care providers and connects them to local Resource and Referral (R&R) agencies.
An exit interview was conducted, and this report was reviewed with Licensee Sabrina Garcia. During the interview, the licensee confirmed that there are no Registered Sex Offenders living in the home. LPA verified the RSO profile in FAS.
Per Title 22, Division 12 of the California Code of Regulations, no deficiencies were cited.
Licensee Sabrina Garcia was provided with Appeal Rights.
