What the inspector wrote

Licensing Program Analyst (LPA) Aurelio Mendoza conducted an unannounced Annual/Random Inspection on 07/23/2025 and was met by Licensee Saidy Valenzuela. The licensee primarily speaks Spanish, and LPA provided interpretation assistance throughout the visit. Licensee Saidy Valenzuela stated that her current daycare hours are Monday through Friday, from 7:00 AM to 5:00 PM. LPA conducted a walkthrough of the home, both indoors and outdoors, and took a census of the children present. A review of the facility sketch confirmed that the kitchen, bathroom, and living room are used for providing care and are accessible to children. All other rooms are off-limits and made inaccessible using baby gates and doorknob spinners. The licensee has six small dogs and one cat. LPA reminded Licensee Saidy Valenzuela that she is responsible for the safety of children in care and for any injuries related to her pets. There is an in-ground swimming pool in the backyard, which is fenced and made inaccessible to children. The pool gate is self-latching, self-closing, and opens away from the pool. There are no windows or doors that provide direct access to the pool area. LPA discussed the new pool safety requirements under AB 2866, which went into effect on 01/01/2025, and informed the licensee that Provider Information Notice (PIN) 25-01-CCP was issued on 01/06/2025 outlining these requirements. During today\342\200\231s inspection, the pool was found to be generally in compliance with AB 2866. However, LPA issued a Technical Advisory Note regarding the life ring. On 07/23/2025, LPA observed that while a life ring was present, it could not be confirmed as approved by the United States Coast Guard. As per Health and Safety Code (HSC) Section 1596.814(a)(2)(A), an in-ground pool must have a life ring with a minimum exterior diameter of 17 inches, clearly labeled as approved by the U.S. Coast Guard. LPA tested the pool alarm with Licensee Saidy Valenzuela. The alarm was successfully triggered by splashing water and was observed to be in proper working condition, meeting ASTM F2208 standards as required by AB 2866. LPA also observed a 12-foot rescue pole with a body hook. All pool safety equipment was visible and accessible in the event of an emergency. Licensee Saidy Valenzuela stated she will follow up with proof of purchase for a U.S. Coast Guard-approved life ring after her husband returns home from work this evening. The fenced backyard has cement and artificial turf, with a patio porch providing shade. LPA observed patio furniture, two Step 2 plastic playhouses, and other safe toys for children. Additionally, LPA observed the six dogs kept in a separate doghouse located in the off-limits portion of the backyard. LPA reminded Licensee Saidy Valenzuela that she is responsible for ensuring children\342\200\231s safety at all times, including protection from pets. There are no firearms or ammunition on the premises. All poisons are stored in locked cabinets, and none were observed during the inspection. Cleaning compounds, detergents, medications, and other hazardous items are made inaccessible to children. There are no fireplaces or open-face heaters in the home. The facility has a working fire extinguisher, smoke detector, carbon monoxide detector, and adequate heating and ventilation for safety and comfort. This is a two-story, five-bedroom, three-bathroom home. The upstairs area is off-limits to children and is made inaccessible by a child safety gate at the base of the stairs. Children in care remain downstairs, where supervision is provided in the living room, dining room, kitchen, and hallway bathroom. Off-limit rooms and areas are secured with lever locks and door latches. LPA did not observe a fireplace in the home. Safe toys and play equipment were observed throughout the facility. The home has working telephone service, and LPA verified the contact number as (209) 505-7181. Licensee Saidy Valenzuela ensures that children are supervised at all times and understands that children must never be left unattended in parked vehicles. The outdoor play area in the backyard is fenced and free of hazards. Capacity limits as specified on the license are being maintained. LPA reviewed a sample of children\342\200\231s files, which were found to be complete with emergency contact information. Licensee\342\200\231s Mandated Reporter Training is valid through 06/17/2026, and her Pediatric CPR/First Aid certification is valid through 06/2026. A review of records confirmed that all staff and volunteers have required immunizations for influenza, pertussis, and measles. LPA discussed the Community Care Licensing website: www.ccld.ca.gov , which offers access to forms, regulations, Provider Information Notices (PINs), and Quarterly Updates. Reporting Requirements, as outlined in Title 22, Section 102416.2, were also reviewed. Licensee Saidy Valenzuela was reminded that all adults 18 years and older living or working in the home, including employees and volunteers (except as specified in Health and Safety Code Section 1596.871), must have a criminal record clearance or exemption on file before being present in the licensed Family Child Care Home. Failure to comply may result in a civil penalty of at least $100 per day, up to 5 days, or 30 days for repeat violations. LPA discussed Safe Sleep regulations and referred Licensee Saidy Valenzuela to the Safe Sleep webpage at: https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-andresources/safe-sleep LPA also recommended checking the Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov to check for recalled infant items, and to register infant equipment to receive safety alerts. The Incidental Medical Services (IMS) policy was discussed. For more information, see PIN 22-02-CCP. If IMS is provided, a Plan for Providing IMS must be submitted to the Department. LPA also provided information regarding the Americans with Disabilities Act (ADA). Licensee was referred to the U.S. Department of Justice ADA Information Line at (800) 514-0301 (voice) / (800) 514-0383 (TTY), and to the online publication: https://www.ada.gov/resources/child-care-centers/ Licensee Saidy Valenzuela was informed about MyChildCarePlan.org , a consumer education website that helps families find child care and connect with Resource and Referral Agencies (R&Rs) throughout California. An exit interview was conducted, and the report was reviewed with Licensee Saidy Valenzuela. During the exit interview, Licensee confirmed that there are no registered sex offenders living on the premises. LPA verified this through the RSO profile in FAS. Per Title 22, Division 12, of the California Code of Regulations, no deficiencies were cited during today\342\200\231s inspection. Licensee Saidy Valenzuela was provided with her Appeal Rights. This report shall be made available to the public upon request. The LIC 9213 Notice of Site Visit was provided and is required to be posted for 30 days.
