What the inspector wrote

On 5/19/2023, Licensing Program Analyst (LPA) Ocegueda conducted a case management inspection for the purpose of inspecting a newly remodeled bathroom that licensee would like to use for the day care children. Today, LPA met with licensee Socorro Govea, took a census and toured the facility. LPA inspected the bathroom that licensee would like to use. LPA observed the bathroom is located near the living room where the children play. The bathroom had new flooring, cabinet, sink, toilet, shower, proper lighting and heating and ventilation. The bathroom was observed to be clean and orderly with no hazardous items under sink cabinets or drawers. The bathroom that is currently in use for the day care children will no longer be used and licensee plans to completely remove the door and instead place a wall so that children will not have access. Today LPA approved the newly renovated bathroom for use of day care children. LPA advised that an updated sketch would have to be submitted the Department to reflect the newly approved bathroom and newly inaccessible bathroom. For the time being, licensee will place a plastic door knob safety cover to make the \342\200\234old bathroom\342\200\235 inaccessible. LPA advised that licensee should notify the Department when she closes off the door to the existing restroom that is off of the living room where children play. Licensee stated she plans to close off the door during a weekend when children are not present to avoid children having any possible access to tools or construction materials. Licensee also stated that she also plans to install a new wooden fence sometime this year in the play yard (exact date unknown). Licensee is contemplating closing the day care if it takes longer then a weekend. LPA advised licensee that she can continue operating her day care so long as she ensures children do not have access to the play yard during construction. Licensee was advised to inspect her yard thoroughly for any building materials (nails, staples ect) during and after construction of the fence is completed. Construction staff should not have access to children or be left alone with children. Licensee stated she would call the Department when she starts constructing the back yard wooden fence. An exit interview was conducted with licensee Socorro Govea. Per Title 22, Division 12, Chapter 3 of the California Code of Regulations, no deficiencies are cited today. LIC 9213 Notice of Site Visit should be posted for 30 days.

    OPERATION OF A FAMILY CHILD CARE HOME

    Based on observation and interview, the licensee did not comply with the section cited above. Today, LPA observed chipped paint on several boards of the wooden fence in the play yard. Some of the paint was curled up, making it easy for children to pick off. LPA also observed multiple nails that were protruding and there was multiple cobwebs under a plastic play structure. Inside the home, there was Windex glass cleaner and multiple hair and hygiene products under the accessible bathroom sink. Licensee confirmed all of the observations. This poses a potential health, safety or personal rights risk to persons in care.
