What the inspector wrote

On 05/13/2021, Licensing Program Analysts (LPAs) Juvenal Moctezuma & Jessika Thompson conducted an announced prelicensing inspection and met with Owner, Alyssa Ceballos. LPAs explained the reason of the inspection and a tour of the center was conducted both inside and outside. The center is located on 7137 W. Pershing Ct in Visalia, CA. The applicant is requesting an Infant capacity of 12 Infants, including up to 5 crib babies. This program will operate year round from 6:30 AM to 5:30 PM Monday through Friday. This program will operate in the infant classroom numbered #5. Alyssa stated that parents are responsible to bring their children breakfast, lunch, and snacks which can be stored in their designated classrooms. There is a microwave in the kitchen that can be used in case food needs to be warmed up. Parents are also responsible for their childs formula, wipes, & diapers. Alyssa stated they have a plan in place in case a parent forgets to bring their child food and/or items needed for care. There is hot running water in the kitchen. Staff will utilize the bathroom located at the entrance of the center next to the site supervisors office. Ill children will be isolated in the site supervisors office and will use the staff bathroom. The staff lounge will remain closed & locked during operating hours. The washer and dryer along with all the cleaning items and toxins are kept in the kitchen which is remained closed and locked during operating hours. There is also a door that separates the classrooms from the front of the center. There is a small area (Library) next to the kitchen that preschool & Toddlers use. The kitchen and library area are sepearted by a cloth partition which makes some of materials/products in the kitchen accessible to children. Alyssa stated that she will close that off. The classrooms had age appropriate toys and were observed to be clean & free of toxins. The cleaning items will be stored in the kitchen and some will be kept in a locked cabinet in each classroom which will be inaccessible to children. The classroom will use a high cabinet to store medication if needed which will be inaccessible to children as well. There is a refrigerator in the classroom. LPAs observed 5 high chairs in the eating area. Report Continued Onto LIC 809-C The following items must be completed prior to issuing a license by 05/27/2021. Inside Day-care: \302\267 Finish remodeling of classrooms; removing cabinetry & making sure all book shelves and large items are anchored to the wall to prevent from tipping over. \302\267 Remove items from children's cubby spaces so they are not touching each other or fall on top of a child since they are on top of a high wall shelf. \302\267 Move Changing table closer to sink. \302\267 Fix board by sink. \302\267 Finish reconfiguring childrens sleep area. Outside Day-care: \302\267 Will remodel yard and get more space from either the eating area or other side of yard to accommodate more square footage. Pending a final file review and completion of above items, a recommendation will be made to license the above facility for a capacity of 9 infants. A COPY OF THIS REPORT IS TO REMAIN IN THE FACILITY FOR PUBLIC REVIEW. THIS REPORT SHALL BE MADE AVAILABLE TO THE PUBLIC UPON REQUEST. To order forms, etc. visit our website at www.ccld.ca.gov LPA observed that the furniture and equipment inside the classroom appeared to be safe and in good condition. There is at least one working carbon monoxide in the center. The changing table will be moved so its arms reach from sink. Staff are made aware that the sink will not be used for food preparation. The sleeping area is gated off with a black iron gate. LPA observed 5 cribs and enough space for additional mats. Alyssa stated she will reconfigure the classroom to increase her infant capacity. Alyssa stated that parents will also use the lobby area to sign in/out their child. Staff are doing wellness checks & temperature checks every morning during drop off & pick up. A teacher will then escort the child to the classroom. Room measurements were taken and reviewed with Alyssa. The total inside Infant area measured to an approximate 321 square feet which will only accommodate 9 infants. Alyssa stated that she will rearrange the classroom and remove excess cabinetry to make room so she can care for more infants and will make sure there is adequate storage space available for children's belongings in the classroom. Alyssa stated that bedding/sheets get washed every day or whenever needed. The center is providing potty training. Infants have their own sippy cups for water which are used both indoor and out. The approximate outside square footage for the Infant area is 303 square feet which will only accommodate 4 Infants at a time. Alyssa stated that she will reconfigure her outdoor play area to add additional square footage so she can increase her infant capacity. She will also alternate her classroom play times so no more than half of the capacity she gets approved her go out at the same time. A waiver will be submitted. The outdoor play area is fenced all around. There is artificial turf and plenty of age appropriate toys. LPAs reminded Alyssa to provide adequate supervision at all times. A fire clearance for a total of 90 children was received and granted by the City Of Visalia Fire Department on 12/18/2020. A new Fire Clearance will be sent out to meet the new changes being made and to match the capacity that the applicant is requesting. This facility plans to provide Incidental Medical Services \342\200\223 IMS.
