What the inspector wrote

On 12/29/2025, at 10:00 AM a Non-Compliance Conference (NCC) was conducted at the Fresno South Regional Child Care Office to discuss violations of Title 22 regulations. In attendance at this office visit were Licensee, Clementina Garcia, Child 1 (C1), Regional Manager Alicia Juarez, Licensing Program Manager, Luisa Gavoutian, and Licensing Program Analyst, Christopher Burnias. Upon review of the Licensee’s history of conduct with the Department, its representatives, and clients in care, it has been determined that Licensee has conducted in ways that are inimical to the health, morals, welfare, and safety of individuals receiving services from the facility and the people of the State of California. Per Title 22, Division 12, Chapter 3 of the California Code of Regulations, the following deficiency being cited: (see next page). During today’s office visit, a copy of the NCC, appeal rights, and LIC 9224 (Acknowledgement of Receipt of Licensing Reports) were provided to Licensee. Exit interview was conducted with Licensee, Clementina Garcia. A copy of this report is to remain in the facility for public review. This report shall be made available to the public upon request.

    Conduct in the operation or maintenance of a family day care home which is inimical to the health, morals, welfare, or safety of either an individual in or receiving services from the facility or the people of the State of California. Based on LPA observations, Licensee did not comply with the section cited above. LPA has observed on several occasions Licensee exhibiting aggressive, combative, and non-cooperative behaviors interfering and impeding inspections and investigations. This poses a potential risk to the health, safety, or personal rights of persons in care.
