What the inspector wrote

On 09/11/2025, Licensing Program Analysts (LPAs), Nancy Her and Stephanie Vega-Goznalez conducted an announced Pre-Licensing inspection for a New License. Upon arrival, LPAs met with Applicant. This facility is on the campus of Hester Elementary School. Applicant is requesting to be licensed for 24 preschoolers 2 to 6 years of age in classroom #17. The facility will be using classroom #16 as the preschool office. Hours of operation will be Monday through Friday. This center is operating as an AM and PM program. The AM program will be from 8:00am to 11:00am and the PM program will be from 12:00pm to 3:00pm. This facility operates on the traditional school year schedule. All indoor and outdoor activity space utilized for the children was inspected today. LPA informed Applicant that staff are required to maintain direct visual supervision of the children at all times during indoor and outdoor activities. When medications are on site, Applicant stated that they will be in a higher location in a bag in Classroom #17. The Applicant also stated that if medications need to be stored in the fridge that they will be located in Classroom #16. A fully equipped first aid kit is located in Classroom #17 by sink. There is an operational carbon monoxide detector on site located in Classroom #17. All required licensing documents were observed posted in the in Classroom #17 by entrance. Children will be signed in and out at Classroom #17. LPAs continued to tour the facility and measured all indoor and outdoor activity space. Total indoor activity space measured 873 square feet which is sufficient to accommodate the requested capacity of 24 Children. LPAs observed all indoor activity space to be complete with safe, age-appropriate furniture and equipment, including tables, chairs, cubbies, bookshelves, and other activity supplies for the children. Drinking water is available in the classrooms via an indoor water fountain and a portable water container with disposable cups. LPAs observed all hazardous items to be inaccessible to children. There are no bodies of water or weapons on the property. Fire clearance was granted on 08/28/2025 by Farmersville County Fire Department. The facility has exclusive use of 1 toilet and 2 sinks in classroom 16. The facility is proposing to utilize the elementary school bathrooms directly north of classroom 16 as well. Those restrooms have a total of 5 toilets, 2 urinals, and 6 sinks. These are sufficient to accommodate the requested capacity of 24 children. There is a separate staff restroom equipped with a toilet and a sink. The isolation area for children who are ill will be in Classroom #16 that is adjacent to the licensed room. Facility will provide breakfast and a snack for the AM program and lunch and a snack for the PM program. Meals are prepared by the cafeteria and brought over to the classroom by staff. Children consume meals in the classroom. The facility currently has a fully fenced playground area. Fencing is composed of chain link is at least four feet high. The total square footage for all the outdoor activity space is 2,522 square feet, which is sufficient to accommodate the requested capacity. Shade is provided via two (2) metal canopies. There are sufficient outdoor age-appropriate toys and play equipment available on the playground. Applicant was reminded that any changes to the facility must be reported to and approved by Community Care Licensing. Assembly Bill (AB) 2370, Chapter 676, Statutes of 2018, requires all licensed Child Care Centers (CCCs) constructed before January 1, 2010, to test their water (used for drinking and food preparation) for lead contamination before January 1, 2023, and then every 5-years after the date of the first test. For child care center licenses issued after July 1, 2022, the licensee shall test their water for lead within 180 days of licensure pursuant to Written Directives section 101700 (PIN 21-21.1-CCP). Applicant, was reminded that all adults 18 and over responsible for administration or direct supervision of staff, persons who provides care and supervision to children, and staff who have contact with children, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day for a maximum of 5-days or, if the penalty is for a repeat violation, for a maximum of 30-days per person will be assessed if this regulation is violated. This facility plans to provide Incidental Medical Services \342\200\223 IMS. For IMS information, see PIN 22-02-CCP. A Plan of Operation that includes IMS must be submitted to the Department. LPA reviewed with applicant the LIC 311A, Records to Be Maintained at The Facility, for child\342\200\231s records, personnel records, administrative records, and documents to be posted. Applicant was informed of the MyChildCarePlan.org site, a consumer education website that helps families obtain child care by connecting them to child care providers and Resource and Referral Agencies (R&Rs) throughout California. Community Care Licensing Division (CCLD) regularly sends information to licensed facilities, providers, and stakeholders by way of Provider Information Notices (PIN), Program Quarterly Update Newsletters and other important information communication platforms. To receive important licensed related information to licensed facilities, visit the CCLD Important Information website at https://www.cdss.ca.gov/inforesources/community-care-licensing/subscribe and select the Child Care option to receive email communication. The following corrections are needed prior to the issuance of the license: Classroom #17 \302\267 Furniture will need to be anchored \302\267 Solid waste containers are needed \302\267 Ceiling tiles with water stains repaired or replaced \302\267 Broken window blinds repaired or replaced Outdoor Play Yard \302\267 Rusted trikes repaired or removed \302\267 Small table repaired or removed \302\267 Basketball hoop repaired or removed \302\267 Chain-link fence bolts shaved down and/or capped \302\267 Cushioning in place for mini wooden play structure \302\267 All outdoor furniture and toys washed Additionally, the Applicant will need to submit a waiver request to share the elementary school restrooms. This waiver request would need to be submitted to the Department and approved by the Department prior to licensure. LPAs reviewed waiver process with Applicant. During today's inspection, it was discussed that applicant may utilize classroom #16 for the care of supervision of children instead of classroom #17. Applicant will notify licensing if applicant is going to move forward with this plan. Applicant understands that all proof of corrections must be provided to the Department within 30 days, or the application may be denied.
