What the inspector wrote

On 12/11/2025 Licensing Program Analyst (LPA) Anita Tristan conducted an unannounced Case Management Incident Inspection. LPA met with Licensee, Lovely Jackson, also present was licensee\342\200\231s assistant. LPA Tristan toured the facility inside, due to weather conditions children have not played outside, and took a census. The purpose of this inspection was to discuss an unusual incident reported to Fresno Community Care Licensing Division (CCLD) on 11/04/2025, involving a child's personal rights. On 11/03/2025 children in care were watching a movie when Child 1 (C1) informed licensee\342\200\231s assistant that Child 2 (C2) had inappropriately touched C1. Staff was present with the children at the time of incident and did not see the incident take place. Licensee\342\200\231s assistant spoke with both children regarding appropriately touching and keeping hands to themselves. Licensee contacted parents of both children and informed them of the incident. Licensee conducted training for staff and has instructed all to have visual supervision at all times. During today\342\200\231s visit, LPA Tristan interviewed staff and observed facility. At the time of the inspection staff that was present at the time of the incident were not at the facility to be interviewed. ***Continued on 809-C*** Based on the inspection, observation and interviews conducted, LPA determined that the incident was an isolated incident, appropriate supervision was in place and that licensee adhered to proper care and reporting requirements. Per Title 22, Division 12, Chapter 3, of the California Code of Regulations, no deficiency is being cited. An exit interview was conducted, and this report was reviewed with Lovely Jackson. A notice of site visit was issued and must remain posted for 30 days. This report shall be made available to the public upon request.
