What the inspector wrote

On 03/11/2026, at 9:15 AM, Licensing Program Analyst (LPA) Shane Loftus conducted an unannounced Annual/Random inspection of the above-mentioned Child Care Center (CCC). LPA met with Sherri Laboon, Licensee of the CCC and explained the purpose of the inspection. The CCC operates Monday through Friday from 7:30 AM to 5:30 PM. The facility has three classrooms for child care services; Hummingbird Room (2-3 years of age), Dragonfly Creative Room (3.5 to 5 years of age), and the Sensory Room. LPA notes the Sensory Room is not currently being utilized. At the time of inspection, LPA observed twenty-two (22) children on site, along with four (4) teachers (cleared and associated). LPA notes the licensee is assisting with the care and supervision of children on site. LPA observed a menu and required licensing forms posted near the CCC's kitchen. The CCC uses the Brightwheel application for Sign In/Out purposes. LPA verified the entries contain the arrival and departure times of children in care and well as the electronic entry of children's authorized representatives. The classrooms have age-appropriate equipment and furnishings available to children in care. The CCC has multiple carbon monoxide detectors throughout the CCC. LPA tested a carbon monoxide detector in the Dragonfly Room at 10:15 AM which was found to be operable. The CCC restroom was observed to be in safe and sanitary operating condition. Medication, sharps, and cleaning supplies are located in areas of the CCC that are accessible to staff and inaccessible to children in care. Continued on 809-C LPA observed the CCC to have First Aid kits and waste receptacles with tight fitting lids throughout. The CCC has a refrigerator in the kitchen area which stores food and beverages for children in care. Lunches are provided by the parents of children in care. The CCC provides morning and afternoon snacks. The CCC has available (filtered) drinking water for children inside and outside of the facility. Assembly Bill (AB) 2370, Chapter 676, Statutes of 2018, requires all licensed Child Care Centers (CCCs) constructed before January 1, 2010, to test their water (used for drinking and food preparation) for lead contamination before January 1, 2023, and then every 5-years after the date of the first test as specified in Health and Safety Code section 1597.16. For child care center licenses issued after July 1, 2022, the licensee shall test their water for lead within 180 days of licensure pursuant to Written Directives sec tion 101700 (PIN 21-21.1-CCP.). LPA verified that the lead testing was completed in accordance to the Written Directives (Interim Licensing Standards) outlined in PIN 21-21.1-CCP. LPA referred to the Department website for lead: Lead Toxicity Prevention and Water Testing Information ( https://www.cdss.ca.gov/inforesources/child-care-licensing/water-testing-information ) The CCC\342\200\231s outdoor playground area is enclosed by wrought iron fencing, and the entry/exit gates are secured. The surfaces of the outdoor playground area are varied. LPA observed a secured shed in the outdoor area which contains CCC's supplies. LPA observed age appropriate toys and play equipment in the play area. The play equipment is free of sharp, loose or pointed object s. The play structures in the outdoor playground area have adequate cushioning materials to absorb falls and shade created by building overhangs, large trees, and shade sails. LPA reminded licensee to replace outdoor play equipment and furnishings when such items begin to degrade or are not in good repair. LPA observed no bodies of water at the CCC. LPA reviewed children and staff records. The children\342\200\231s records were complete and found to contain emergency contact information, immunization records, and other required licensing forms. Continued on 809-C Staff records were reviewed and found to contain First Aid/CPR certifications (EMSA approved), qualifications, and other required licensing forms. LPA notes the last disaster drill at the facility occurred on 02/10/2026. Licensee informed LPA no firearms or ammunition are stored on site. This facility provides Incidental Medical Services \342\200\223 IMS. LPA reviewed storage of medication and equipment/supplies, and reviewed children\342\200\231s, personnel, and administrative records. For IMS information see PIN 22-02-CCP. LPA discussed the safe sleep regulations with licensee and discussed the Child Care Licensing Safe Sleep webpage at https://www.cdss.ca.gov/inforeso urces/child-care-licensing/public-information-andresources/safe-sleep as an additional resource. LPA also informed licensee of the importance of checking for and removing any recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment. Licensee was reminded that all adults 18 and over, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated. Licensee was informed of the MyChildCarePlan.org website; a consumer education website that helps families obtain child care by connecting them to child care providers and Resource and Referral Agencies (R&Rs) throughout California.
