What the inspector wrote

On October 14, 2025 at 10:05 AM, Licensing Program Analyst (LPA) Fernando Hernandez made an unannounced visit to conduct a Required - 3 Year inspection. At the time of inspection LPA met with Director Jennifer Golden. LPA discussed the nature and purpose of the visit with the Director and toured the facility both inside and outside. LPA observed a total of (15) children under the care and supervision of 4 staff members. The center currently operates from August - May from 9:00AM - 1:00PM, additionally the facility provides before/after care from 7:45AM - 9:00AM & 1:00PM - 3:30PM Monday through Friday. The center utilizes (2) classroom(s) and (1) art studio. Classroom "17", "16", and "Art Studio" were observed to be free of hazards and are equipped with age appropriate toys, teaching materials, and furnishings for children in care. The bathrooms were observed to be clean and sanitary. Waste containers have tight-fitting covers. Children bring their own water bottle and are refilled at the facility. The Director stated the children bring their own food, additionally the Director stated the parents have the option for their child to receive a lunch and snack provided by the Elementary School. Menus were observed posted along with the required postings. Additionally the director stated the food menus are posted monthly. LPA observed the fenced playground to have appropriate shading and was observed to be in good condition and free of hazards. The areas around or under high climbing equipment have cushioned material. Due to the rain, children have not played outside. LPA observed two locked storage shed(s) outside which has been made inaccessible to children in care. No bodies of water were observed on the premises. The first Aid kit(s) were observed at the entrance of both classroom(s). LPA notes the last fire/disaster drill was conducted on 09/09/2025. CONTINUED ON LIC809-C PAGE 2 LPA observed the children's Sign in/out sheets. LPA reviewed a sample of (5) Staff records, however LPA notes (1) staff did not meet the teacher qualifications, additionally LPA observed the (1) staff to be caring for children without the presence of a fully qualified teacher based on these observations (2) Type B deficiencies will be cited. A sampling of (5) children records were reviewed and found complete. LPA reviewed CPR and First Aid cards to be current. LPA additionally reviewed staff Mandated Reporter training certificate(s) which were found current. CCC COMPLETED TESTING AND NO LEAD EXCEEDANCES : Assembly Bill (AB) 2370, Chapter 676, Statutes of 2018, requires all licensed Child Care Centers (CCCs) constructed before January 1, 2010, to test their water (used for drinking and food preparation) for lead contamination before January 1, 2023, and then every 5-years after the date of the first test. For child care center licenses issued after July 1, 2022, the licensee shall test their water for lead within 180 days of licensure pursuant to Written Directives section 101700 (PIN 21-21.1-CCP). LPA verified that the lead testing was completed in accordance to the Written Directives outlined in PIN 21-21.1-CCP. The Director was reminded that all adults 18 and over, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated. CONTINUED ON LIC809-C PAGE 3 This facility provides Incidental Medical Services \342\200\223 IMS. LPA reviewed storage of \342\200\234medication and equipment/supplies, and reviewed children\342\200\231s, personnel, and administrative records. For IMS information see PIN 22-02-CCP . Director was informed of the MyChildCarePlan.org site, a consumer education website that helps families obtain childcare by connecting them to childcare providers and Resource and Referral Agencies (R&Rs) throughout California. During today's inspection (2) Type B deficiencies & (1) Technical Violation was cited (Please see LIC9102AN & LIC809D for more details). A notice of site visit was given and must remain posted for 30 days. Failure to comply with posting requirements shall result in an immediate civil penalty of $100. Exit interview conducted and report was reviewed with Director Jennifer Golden.
