What the inspector wrote

On 11/7/2024 Licensing Program Analyst (LPA) German Negrete conducted an unannounced Annual 3 year required inspection. LPA met with Assistant Director Gabriela Espinoza and advised her the purpose of the inspection. Assistant Director provided LPA a tour of the facility inside and out. At the time of the inspection there were fourteen (9) children and one (1) teacher present. Facility operates from Monday through Friday 6:30AM to 6:30PM. This is a combined center with Infant center(566211277) and Preschool (566211278) Programs. The CCC is clean and organized. The CCC has ventilation to afford for childcare. LPA observed the classrooms to be in sanitary conditions. LPA observed age-appropriate toys and furnishings throughout the CCC. LPA observed dual carbon monoxide/smoke detectors in the CCC. LPA notes, the carbon monoxide detectors were not tested, due to being out of reach. Per Assistant Director, smoke and carbon monoxide detectors are tested once a month. The facility provides breakfasts, lunch and snack through out the day. LPA observed the refrigerator to be clean and sanitary. LPA observed licensing required documents posted prominently on the wall at the entrance of the facility. CCC is currently using two (1) classrooms for care and supervision and utilizes the electronic computer program LCG for purposes of signing in and out, as well as communication with parents and/or authorized representatives. The CCC has sufficient restrooms which provide separate, individual privacy for children in care which were functioning at the time of the inspection. The children\342\200\231s records were complete and found to contain emergency contact information, immunization records as well as other required licensing forms. Staff records were reviewed and current. Assistant Director was informed to keep training certifications current and renew certifications prior to expirations. Assistant Director was reminded that all adults 18 and over, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated. Assembly Bill (AB) 2370, Chapter 676, Statutes of 2018, requires all licensed Child Care Centers (CCCs) constructed before January 1, 2010, to test their water (used for drinking and food preparation) for lead contamination before January 1, 2023, and then every 5-years after the date of the first test. For child care center licenses issued after July 1, 2022, the licensee shall test their water for lead within 180 days of licensure pursuant to Written Directives section 101700 (PIN 21-21.1-CCP). LPA verified that the lead testing was completed in accordance to the Written Directives outlined in PIN 21-21.1-CCP. LPA discussed the safe sleep regulations with Director and discussed the Child Care Licensing Safe Sleep webpage at https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-and-resources/safe-sleep as an additional resource. LPA also informed director of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment. LPA reviewed storage of \342\200\234medication and equipment/supplies, and reviewed children\342\200\231s, personnel, and administrative records. For IMS information see PIN 22-02-CCP. Director was informed of the MyChildCarePlan.org website; a consumer education website that helps families obtain child care by connecting them to child care providers and Resource and Referral Agencies (R&Rs) throughout California. During the exit interview, the Assistant Director, confirmed there are no Registered Sex Offenders living in the facility and LPA completed the RSO profile in FAS on 11/07/2024 and found no Registered Sex Offenders linked to this facility address. Notice of site visit was given and must remain posted for 30 days. Exit interview conducted and report was reviewed with the Assistant Director.l.
