What the inspector wrote

On 07/09/2025, at 9:25 AM, Licensing Program Analysts (LPAs) Shane Loftus and Seena Parsapour conducted an unannounced Required 3-Year Inspection of the above-mentioned Family Child Care Home (FCCH). LPAs met with Dawn Karp, Licensee of the FCCH and explained the purpose of the inspection. LPAs, in the company of Licensee, toured the interior and exterior of the FCCH. The FCCH's bedroom, converted patio (playroom), and hallway bathroom are used for child care while the remainder of the FCCH is excluded and made inaccessible by use of child safety gates. At the time of the inspection, LPAs observed three (3) children in care along with co-licensee, Lauren Karp, (cleared and associated) providing care and supervision. The FCCH was observed to be clean and orderly. Required licensing forms and documents are posted on a bulletin board near the entry door to the converted patio. LPAs note children enter the FCCH through the side yard and into the converted patio (playroom). LPAs observed a dual smoke and carbon monoxide detector in the playroom which was tested at 9:46 AM and found to be operable. The FCCH has a regulation fire extinguisher which was purchased on 06/09/2024. LPAs reminded the Licensee to either service or purchase a regulation fire extinguisher annually. The FCCH maintains working telephone services. The home has ventilation to afford for the children\342\200\231s comfort. Medications are stored in an elevated kitchen cabinet. Sharps are stored are stored on the kitchen counter. Cleaning supplies are in an elevated kitchen cabinet as well as the garage. LPAs note all locations are inaccessible to children in care. The bathroom used by children in care is clean and free of toxins. Toys, furniture and equipment observed in the FCCH's interior are age appropriate. The home has a fireplace that is covered with a mesh screen. Continued on 809-C LPAs note the home does not utilize the backyard for child care. At 10:15 AM LPAs note the FCCH has a pool in the backyard with no cover or alarm, safety ring, 12-foot pole with body hook, or documentation of daily inspection. Children's records were reviewed. The records were current, complete and possessed emergency contact information, immunization records, and 15-minute sleep logs. The Licensee\342\200\231s and co-licensee\342\200\231s records were reviewed and found to be complete with current Pediatric CPR/First Aid training and Mandated Reporter certifications. The fire/emergency drill log was reviewed and showed the most recent drill was conducted on 03/27/2025. The Licensee informed LPAs no firearms or ammunition are stored on site. Incidental Medical Services (IMS) policy was discussed. For IMS information see PIN 22-02CCP. When any IMS is provided, a Plan for Providing IMS must be submitted to the Department. LPA discussed the safe sleep regulations with Licensee and discussed the Child Care Licensing Safe Sleep webpage at https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-and-resources/safe-sleep as an additional resource. LPA also informed Licensee of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment. Licensee was reminded that all adults 18 and over living in the home, persons who provide care and supervision to children, and staff who have contact with children, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a licensed Family Child Care Home.A civil penalty of $100.00 minimum/day for a maximum of 5-days or, if the penalty is for a repeat violation, for a maximum of 30-days per person will be assessed if this regulation is violated. Cont on 809-C Licensee was informed of the MyChildCarePlan.org website; a consumer education website that helps families obtain child care by connecting them to child care providers and Resource and Referral Agencies (R&Rs) throughout California. During the exit interview the licensee confirmed that there are no Registered Sex Offenders living in the facility and LPA completed the RSO profile in FAS.
