What the inspector wrote

On 4/30/2025, Licensing Program Analysts(LPA) German Negrete conducted an unannounced inspection of the Easter Seals Center to deliver the findings of the above mentioned complaint allegations . LPA met with Director Misbah Saad, and toured the center inside and out. LPA observed 16 staff-members and 1 substitute providing care and supervision to 66 children. During the course of the investigation LPA reviewed childrens records/files. LPA discovered multiple unusual incidents pertaining to C2's behavior(see LIC812). These incidents involved C2 pushing, punching and striking other day care children(see LIC812). These incidents threaten the physical and/or emotional health and safety of children in care as outlined in Title 22 CCR. Today Facility will receive a advisory note.

    (a) The licensee shall ensure that each child is accorded the following personal rights:(2) To be accorded safe, healthful and comfortable accommodations, furnishings and equipment to meet his/her needs. Based on interviews and documents collected the above mentioned regulation was not met, C#2 dispalyed agressive behaviour towards other children in care. There were multiple incidents, which includes a 2/22/25 incident where C#2 kicked C#1 in the face one report stated it was accdientally another report stated it was not accidentally.
