What the inspector wrote

On October 23, 2042 at 2:30 PM, Licensing Program Analyst (LPA) Laura Carone made an unannounced visit to conduct an Annual/Random Inspection. LPA met with Director, Mary Gossett and explained the purpose of the inspection. LPA and Director toured the interior and exterior of the center. There were 4 children with 2 staff at the time of the inspection. The center operates Monday through Friday from 7:00AM to 6:00PM. The center has 1 classroom for infants. LPA observed the classroom to be clean and orderly with ample learning materials available. No bodies of water were observed on site. LPA observed unlocked/unsecured medication in refrigerator in the classroom. Director stated that medication is old and not used. A Type A deficiency will be used. LPA observed infant bottles and cups without labeling of child's name and date. A type B citation is being issued. LPA observed a preschool child with the infants in the yard during the tour outdoors. Director stated that the child needed to stay with the preschool children but was with the infants. The center has waiver to stagger outdoor play. The waiver indicates times when each group are to be outdoors. They are not to be outside at the same time. Director stated that there is a divider in the yard to keep the children in their areas. LPA reviewed the waiver with director. Children are never to be commingled A type A citation is being issued. Pediatric First Aid/CPR certificates are current for staff. AB 1207 Mandated Reporter Training certificates are valid. Last completed emergency disaster drill was 08/13/2024. All required forms including Notification of Parent's Rights are prominently posted for parent's or authorized representatives to view. A roster of children in care was observed current and complete. All children records were reviewed, and LPA observed Identification and Emergency Notification forms (LIC 700) and a copy of immunization records on file. Licensee was reminded that all adults 18 and over, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated. LPA discussed the safe sleep regulations with licensee and discussed the Child Care Licensing Safe Sleep webpage at https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-andresources/ safe-sleep as an additional resource. LPA also informed licensee of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment. Licensee was informed of the MyChildCarePlan.org website; a consumer education website that helps families obtain child care by connecting them to child care providers and Resource and Referral Agencies (R&Rs) throughout California. Incidental Medical Services (IMS) policy was discussed. For IMS information see PIN 22-02-CCP . When any IMS is provided, an updated Plan of Operation that includes IMS must be submitted to the Department. Today, deficiencies cited under Title 22 Division 12. Appeal rights given. Upon receipt of this report, licensee shall post and provide copies of this licensing report to parents /guardian of children in care at the facility and to parent/guardians of children newly enrolled at the facility during the next 12 months. Licensee to provide LIC 9224 for each child in care and have each parent sign the form that they have received a copy of the report LIC 809 and LIC 809 D. THIS REPORT MUST BE FILED IN FACILITY FILE AND MADE AVAILABLE FOR PUBLIC REVIEW FOR 3 YEARS. A notice of site visit was given and must remain posted for 30 days. Exit interview conducted and report was reviewed with the licensee, Mary Gossett.
