Routine inspection (3-year)·December 5, 2025

On December 5, 2025, at 12:37 Licensing Program Analyst (LPA) Cynthia Alvarez conducted an unannounced 3 year required inspection. LPA met with licensee Carmen Villegas and discussed the nature and purpose of the inspection. Together both licensee and LPA conducted a tour of the home inside and outside. There were 7 children in care at the time of the inspection and 1 assistant. The family childcare home (FCCH) is described as a 4-bedroom, 2.5-bathroom, single story home. The licensee is currently dining room, 1 playroom, 1 bathroom, and the front yard for childcare. LPA observed a gate at the edge of the kitchen making it inaccessible to children. The FCCH has ventilation to afford for the children\342\200\231s comfort. The bathroom used for childcare was found to be clean, sanitary and free of harmful chemicals. The front yard is enclosed by a fence. LPA observed plenty of shade, gross motor activities accessible to children in care. Toys and play equipment observed in the backyard are safe, varied, age appropriate and in satisfactory condition. Licensee advised the home does not have any firearms or ammunition in the home. There are no bodies of water in the home. Required licensing forms are predominantly posted at the entrance of the FCCH. LPA observed a smoke and a carbon monoxide detector in the FCCH. The smoke detector and the carbon monoxide detectors were tested at 1:41PM and were found to be operable, the licensee is reminded to check the detectors to ensure they have working batteries and are in operable condition . The FCCH has a regulation fire extinguisher on site which was serviced 6/4/25. Licensee was reminded to either service or purchase a regulation fire extinguisher annually. Continued on 809-C LPA reviewed children's records. The records were found to be complete and included emergency contact information and immunization records. The FCCH's fire drill log was present, and the last drill was conducted 10/15/2025. The roster was present in the FCCH and was current . Licensee\342\200\231s records were reviewed and found to be complete, Licensee\342\200\231s Pediatric CPR and First Aid certification is active and will expire 03/2027. Licensee\342\200\231s Mandated Reporter training is active and will expire 12/2026. LPA also reviewed assistant\342\200\231s file, they have active Pediatric CPR/First Aid which will expire on 03/2027 and Mandated Reporter training is active and will expire 2/5/27. License was reminded that all adults 18 and over living or working in the home, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a licensed Family Child Care Home. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated. LPA discussed the safe sleep regulations with licensee and discussed the Child Care Licensing Safe Sleep webpage at https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-and-resources/safe-sleep as an additional resource. LPAs also informed licensee of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment. Incidental Medical Services (IMS) policy was discussed. For IMS information see PIN 22-02-CCP. When any IMS is provided, an updated Plan of Operation that includes IMS must be submitted to the Department. Continued on 809-C During the exit interview, the licensee, confirmed that there are no Registered Sex Offenders living in the facility and LPA completed the RSO profile in FAS.
