What the inspector wrote
This is a amended of report issued on 1/17/2024.
On 1/17/2024 Licensing Program Analysts (LPAs) German Negrete and Susana Martinez conducted an announced Pre-licensing inspection for Downard Family Child Care Home (FCCH) . LPAs met with Mary Downard, Applicant. The purpose of the inspection was discussed and together LPAs and applicant toured the inside and outside of the home. There were 0 children in care at the time of the inspection.
Applicant requested a large family childcare license. Fire Clearance was granted by Ventura City Fire Department on 12/19/2023. The home is a one story home that consists of four bedrooms, two bathrooms, living room, kitchen, dining room, garage and outdoor play area that is fenced off. The areas used for day-care are as followed; living room, kitchen, hall way bathroom#1, outdoor play area, bedroom/play room. LPAs observed a small water dog fountain in the backyard that's inaccessible. LPAs observed the fish pond in the back yard that is locked gated and inaccessible. The home has a jacuzzi that has a hard cover and is inaccessible in a off limits area.
The off limits areas consist of main bedroom, den room/ bed room, bedroom #2, master bathroom, garage, side yard/lawn care, and shed that used for grooming(see facility sketch). LPAs observed locks on bedrooms and garage doors making the bedroom, and garage inaccessible to day-care children. The knives in the kitchen are inside a cabinet elevated, and cleaning compounds are in a kitchen cabinet also elevated making these items inaccessible to children in care.

LPAs observed that the FCCH is clean and orderly. In addition, there is plenty of ventilation for the children in care. LPAs did not observe any toxins nor hazards items accessible to children in care. LPAs observed the medication is stored in an hallway storage elevated on a shelve and the storage is locked. Laundry detergents were observed elevated in a cabinet and in a garage which makes these items inaccessible to children in care

There is a fire place in the living room with a cover making it inaccessible to children in care.
The bathroom to be used for children in care was observed to be clean and free of toxins. LPAs observed the home has age appropriate chairs, tables, equipment, toys and other materials for child care activities. LPAs and applicant toured the outdoor play area. The outdoor play area is completely fenced.
No prohibited equipment will be allowed or used in the home. No baby bouncers, no infant walkers, no Johnny jumpers, no saucer chairs, no trampolines and any other item that falls into that category are not permitted in the facility. There are 2 adults living in the home, all adults have been fingerprint cleared.
LPAs observed a regulation 3A10BC fire extinguisher in the FCCH at the time of the inspection that was serviced on 12/08/2023. Applicant is reminded to service or purchase the fire extinguisher yearly. LPAs observed that the applicant tested the smoke and carbon monoxide detectors in the home at 9:53am and were functioning at the time of the inspection.
Applicant is current with immunization required per SB792. The applicant completed the Orientation on 10/22/2023. Applicant Pediatric First Aid/CPR certificate is valid until 10/1/2025. Applicant took the Preventative Health on 11/11/2023 . Fire clearance was granted on 12/19/2023.

On this date, 1/17/2024, the California Attorney General - Megan\342\200\231s Law website was searched for information on sex offenders required to register with local law enforcement under California's Megan's Law. No registered sex offenders were found at the facility addresses. Under state law, some registered sex offenders are not subject to public disclosure; therefore, they may not have been included in this search. However, the Department conducts a monthly cross reference of each address on record for all

registered sex offenders against all CCLD facility addresses pursuant to information shared by California DOJ.
Applicant was informed of the MyChildCarePlan.org site, a consumer education website that helps families obtain child care by connecting them to child care providers and Resource and Referral Agencies (R&Rs) throughout California. Community Care Licensing Division (CCLD) regularly sends information to licensee.
Community Care Licensing Division (CCLD) regularly sends information to licensed facilities, providers, and stakeholders by way of Provider Information Notices (PIN), Program Quarterly Update Newsletters and other important information communication platforms.
LPA verified the control of property by review of mortgage statement naming the applicant with reference to the address. LPA observed guns locked in the safe. The has no ammo. The applicant has a small dog in the home. LPA reminded applicant that pets need to up to date with their vaccinations.
LPA reviewed the LIC 311A, Records to Be Maintained At The Facility, for child\342\200\231s records, personnel records, administrative records, and documents to be posted.
License for a large FCCH is granted and effective 01/17/2024 .
A notice of site visit was given to applicant and must remain posted on, or immediately adjacent to, the interior side of the main door for 30 days. Exit interview conducted and report was reviewed with the applicant, Mary Downard and applicants husband.
