This requirement was not met as evidenced by: Based on observations and records reviews it was found that S1 was alone with 19 children. S3 later arrived at 10:37am. The facility still remained out of ratio due to the unqualified staff. This poses an immediate health and safety risk to children in care.

At 9:00am LPA observed 6 children in care at the facility however at that same time record review showed that only 5 of the children were signed in for the day.
