ARTICLE 2. Administration of Child Day Care Licensing

1596.8662 Availability of information regarding detecting and reporting child abuse and neglect; training for mandated reporter who is licensed day care provider, administrator, or employee of a licensed child day care facility; proof of completion (b) (1)   On or before March 30, 2018, a person who, on January 1, 2018, is a licensed child care provider, administrator, or employee of a licensed child day care facility shall complete the mandated reporter training provided pursuant to paragraphs (2) and (3) of subdivision (a), and shall complete renewal mandated reporter training every two years following the date on which he or she completed the initial mandated reporter training. 101216 Personnel Requirements(f) At least one staff member who is trained in pediatric cardiopulmonary resuscitation and pediatric first aid pursuant to Health and Safety Code Section 1596.866 shall be present when children are at the child care center or offsite for center activities. 101216 Personnel Requirements(g) All personnel, including the licensee, administrator and volunteers, shall be in good health and shall be physically and mentally capable of performing assigned tasks.(1) Except as specified in (3) below, good physical health shall be verified by a health screening, including a test for tuberculosis, performed by or under the supervision of a physician not more than one year prior to or seven days after employment or licensure.(2) Each person specified in (g) above shall have a health-screening report signed by the person performing the screening. 101215.1(b) Child Care Center Directors Qualifications and Duties. All child care centers shall have a director. This requirement was not me as evidenced by: Owner states that there has not been a Director at facility since June 2022. This poses a potential health and risk to the children in care.

101212 (d)(1)(e) Reporting Requirements. Upon the occurrence, during the operation of the child care center of any of the events specified in (d)(1) below, a report shall be made to the Department by telephone or fax within the Department's next working day and during its normal business hours. In addition, a written report containing the information specified in (d)(2) below shall be submitted to the Department within seven days following the occurrence of such event. Epidemic outbreaks. This requirement was not met as evidence by: Owner did not report to CCLD of the two outbreaks by telephone within Departments next working day or notify in writing within seven days following the outbreak. This poses a potential health and safety of the children in care.

This requirement was not met as evidenced by staff, interviews interviews indicated that infants are present in the yard at the same time with the preschool children with no seperation or barricades seperating the 2 components. This poses a potential health and safety risk to children in care.

Staff-Infant Ratio(b) There shall be a ratio of one teacher for every four infants in attendance.This requirement was not met as evidenced by document review and licensee interview. There is no documentation that individual in the classroom is a qualified teacher. This poses an potential health and safety risk to children in care.
