What the inspector wrote

On 12/03/25 @ 12:39am, a required annual inspection was made to the facility by Licensing Program Analyst (LPA) Erica Laird. LPA Laird met with licensee, Ashley Jacobian. At 12:39pm the home was toured inside and outside. The licensee and 2 assistants were supervising 16 children, and operating outside the licensed capacity and ratio requirements. The facility\342\200\231s operating hours are 6:30am-5:30pm, Monday\342\200\223Friday. The floor plan submitted by the licensee was reviewed and verified. The off-limits areas of the home are the kitchen, garage, two back bedrooms, back yard storage sheds, and were made inaccessible by baby gate and locks. The children use the back yard as the outdoor play area and it is fully fenced. There were no pools or other bodies of water observed in the yard . During today's inspection LPA Laird observed 16 children in care, which is over the allowed capacity of 14 children. LPA Laird observed a pink razor in the bathroom drawer which is accessible to children (photos taken) and various toiletries on the floor of the shower accessible to children (photos taken). LPA Laird observed excessive amounts of food on the kitchen floor (photo taken). LPA Laird observed the back yard had numerous animals free roaming. The backyard had various items and broken toys throughout the yard (photos taken). LPA Laird observed one staff supervising children without fingerprint clearance. 16 children's records were reviewed at 1:13pm. 5 staff records were reviewed at 1:45pm. Records were complete . There is currently 1 adult living in the home. The following deficiencies were cited: (see LIC 809D): 102417(C) cleanliness of the facility; 102417(g)(4) accessible hazards; 1596.871(C)(1)(A) uncleared adult; 102416.5(d)(2) over capacity and out of ratio. Licensee was reminded that all adults 18 and over living or working in the home, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a licensed Family Child Care Home. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated. LPA discussed the safe sleep regulations with licensee and discussed the Child Care Licensing Safe Sleep webpage at https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-and-resources/safe-sleep as an additional resource. LPA also informed licensee of the importance of checking for and removing any recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment. Incidental Medical Services (IMS) policy was discussed. For IMS information see PIN 22- 02-CCP. When any IMS is provided, a Plan for Providing IMS must be submitted to the Department. LPA Laird informed licensee that this report dated 12/3/25 document(s) 2 Type A citation(s) which shall be posted for 30 consecutive days as there is/are immediate risk(s) to the health, safety, or personal rights of children in care. Also, LPA Erica Laird informed the licensee to provide a copy of this licensing report dated 12/3/25 that documents any Type A citation(s) to parents/guardians of all children currently enrolled by the next business day or the next day the children are in care, and to any newly enrolled parents/guardians for 12 months from the date of this report. A signed Acknowledgement of Receipt of Licensing Report (LIC 9224), or other written statement, must be placed in the child's file for verification. Licensee was informed of the MyChildCarePlan.org website; a consumer education website that helps families obtain child care by connecting them to child care providers and Resource and Referral Agencies (R&Rs) throughout California. During the exit interview, Ashley Jacobian, confirmed that there are no Registered Sex Offenders living in the facility and LPA completed the RSO profile in FAS.
