Personal Rights - (a) The licensee shall ensure that each child is accorded the following personal rights: (2) To be accorded safe, healthful and comfortable accommodations, furnishings and equipment to meet his/her needs. This requirement was not met as evidenced by: Based on interviews and observations, it has been determined that the facility had ants in the laundry room, had two garbage bins with lids that did not close completely, and there was fecal matter on the side of the toilet, which pose a potential risk to the Health, Safety, and Personal Rights of children in care.

THIS REQUIREMENT WAS NOT MET AS EVIDENCED BY INTERVIEWS WHICH REVEALED THAT A STAFF MEMBER HAS OCCASIONALLY HAD CHILDREN STANDING ON "TIME OUT" FOR EXTENDED PERIODS OF TIME.
