What the inspector wrote

On 11/06/2025 at 1:15PM, Licensing Program Analyst 's(LPA's) Kareeca \342\200\234Reeca\342\200\235 Sykes and Mone Flores met with the facility Assistant Rebecca Morales and Jason Morris for an Unannounced Annual/Random Inspection . Present during the inspection was the Assistant (who LPA's determined did not have a fingerprint clearance), (1) infant and four (5) preschool age children in care. Upon arrival, LPA's inquired about where the licensee was. The facilities assistant stated to LPA's that the Licensee "Shoni Morris" was "at work" at would call the licensee's spouse who was currently doing children pick ups at the time. The licensee's spouse and adult daughter who are both also assistants stated that the licensee was at an doctors appointment. Licensee later arrived at the end of the inspection. Residing in the home are Licensee, the Licesnee's spouse, and Licensee's adult child who is fingerprint cleared. Licensee\342\200\231s home was toured for a health and safety inspection. The facility operates 6AM \342\200\223 6PM Monday - Friday. The home is a one story home that consists of three (3) bedrooms, two (2) bathrooms, kitchen, dining room, living room, garage, and backyard. The entrance to the day care is the front door. The inside of the home was observed to be neat, clean with age-appropriate materials and toys for the children. LPA's observed multiple piles of dog feces on the grass area near the play structure in the backyard. LPA's did observe Toxins, medications, and hazardous materials were observed to be in inaccessible areas during todays inspection. LPA observed the following precautions accessible cabinets and drawers in the kitchen have child safety gates and the fire place in the living room area is blocked off and ma de inaccessible to children in care. Licensee stated there are no firearms in the home and three (3) cats, two (2) dogs (small dogs), and a turtle in the home. LPA did not observe a body of water in or around home. Continued on Page 2 Page 2 ON LIMITS AREA: The living room area, the bathroom (located to the right of the entrance), the kitchen, and the backyard (not including the locked shed). OFF LIMITS AREA: All the bedrooms in the home, the master bathroom, the laundry room, the garage, the right side of the backyard, and the shed located on the left side of the backyard area ISOLATION AREA: In the hallway area away from other children in care. The home has a fully charged 3A40BC fire extinguisher, a working duel smoke/carbon monoxide detector in the hallway and a working telephone, and all required forms are posted. The licensee conducts and documents fire and disaster drills twice a year with the last one conducted on 10/20/25. The licensee's CPR and First Aid certificate is current and expires on 8/16/2027 . The Licensee was reminded of the responsibility as a mandated reporter and has provided proof of the required training for all people caring for children which expires on 01/13/27 . LPA reviewed five children\342\200\231s files and one staff file. LPA's obtained a current facility roster. The licensee is incompliance with the immunization law. Licensee was reminded that all adults 18 and over living or working in the home, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a licensed Family Child Care Home. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated. LPA discussed the safe sleep regulations with licensee and discussed the Child Care Licensing Safe Sleep web page at https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-andresources/safe-sleep as an additional resource. LPA also informed licensee of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment. Continued on Page 3 Page 3 Incidental Medical Services (IMS) policy was discussed. For IMS information see Evaluator Manual - Regulation Interpretations and Procedures for Family Child Care Homes Section 102417. When any IMS is provided, a Plan for Providing IMS must be submitted to the Department. The following information regarding ADA was provided: US Department of Justice (USDOJ) toll-free ADA Information Line at (800) 514-0301 (voice)/ (800) 514-0383 (TTY) and link to publication: Commonly Asked Questions about Child Care Centers and the ADA, available at: http://www.ada.gov/childqanda.htm The facility representative was informed of the MyChildCarePlan.org website; a consumer education website that helps families obtain childcare by connecting them to childcare providers and Resource and Referral Agencies (R&Rs) throughout California. During the exit interview, the licensee, confirmed that there are no Registered Sex Offenders living in the facility and LPA completed the RSO profile in FAS. The following was discussed : \302\267 Individuals who are 18 years of age or older living in the home must obtain a criminal record clearance. Individuals within one month of their 18th birthday must be fingerprinted immediately. Failure to obtain a criminal record background check clearance prior to initial presence in the home will result in an immediate $100.00 dollar or more per day Civil Penalty. \302\267 The Licensee shall be present in the home and shall ensure that children are supervised at all times. \302\267 Children shall not be left in park vehicles. \302\267 The capacity specified on the license shall be the maximum number of children for whom care can be provided. \302\267 Car seats shall only be used for transportation purposes and shall not be used for sleeping. \302\267 All children in care have the right to receive safe, healthful, and comfortable accommodations, furnishings and equipment. \302\267 When a child shows signs of illness, they will be separated from other children until the nature if the illness is determined. Continued on Page 4 Page 4 A notice of site visit was given and must remain posted for 30 days. Exit interview was conducted with the Licensee, Shoni Morris. The Licensee, was provided a copy of their appeal rights (LIC 9058) and their signature on this form acknowledges receipt of these forms.
