What the inspector wrote

On 1/29/26 at 2:18pm, a required quarterly inspection was made to the facility by Licensing Program Analyst (LPA) Erica Laird, who met with assistant (S1). The facility\342\200\231s operating hours are 7:00am-5:20pm, Monday\342\200\223Friday. The floor plan submitted by the licensee was reviewed and verified. The off-limits areas of the home are garage and front bedrooms, and were made inaccessible by baby gates and locks. Licensee amended the facility sketch to include the upstairs playroom as accessible to children in care. The children use the back yard as the outdoor play area and it is fully fenced. There were no pools or other bodies of water observed in the yard . At 2:18pm LPA Laird made entry into the facility. LPA Laird observed two assistants supervising 15 children and operating outside of licensed capacity and ratio requirements. One child (C5) was picked up at approximately 2:20pm, bringing the facility into ratio. At 2:21 LPA Laird observed 2 children (C1, C2) sleeping in unauthorized sleeping equipment in the living room (photos taken). S1 stated C1 was under 24 months old. LPA Laird asked for safe sleep logs. S1 provided the safe sleep logs from 1/28/26. S1 stated there were not safe sleep logs available for 1/29/26. At 2:24pm LPA Laird went upstairs and observed 1 assistant (S2) supervising 5 children. The upstairs area is marked off limits on the facility sketch. Upstairs playroom had toys, papers, and unidentified debris covering most of the floor and tables. 5 children's records were reviewed at 3:52pm. 3 staff records were reviewed at 4:42pm. The following records were missing: S2-S3 were missing immunization's. There are currently 2 adults living in the home. The following deficiencies were cited: Safe Sleep, Ratio, Comfort and Cleanliness, Staff Records (see LIC 809D): Licensee was reminded that all adults 18 and over living or working in the home, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a licensed Family Child Care Home. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated. LPA discussed the safe sleep regulations with licensee and discussed the Child Care Licensing Safe Sleep webpage at https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-and-resources/safe-sleep as an additional resource. LPA also informed licensee of the importance of checking for and removing any recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment. Incidental Medical Services (IMS) policy was discussed. For IMS information see PIN 22- 02-CCP. When any IMS is provided, a Plan for Providing IMS must be submitted to the Department. LPA Erica Laird informed licensee, Deanna Hamilton that this report dated 1/29/26 document(s) 3 Type A citation(s) which shall be posted for 30 consecutive days as there is/are immediate risk(s) to the health, safety, or personal rights of children in care. Also, LPA Erica Laird informed the licensee, Deanna Hamilton to provide a copy of this licensing report dated 1/29/26 that documents any Type A citation(s) to parents/guardians of all children currently enrolled by the next business day or the next day the children are in care, and to any newly enrolled parents/guardians for 12 months from the date of this report. A signed Acknowledgement of Receipt of Licensing Report (LIC 9224), or other written statement, must be placed in the child's file for verification. Licensee was informed of the MyChildCarePlan.org website; a consumer education website that helps families obtain child care by connecting them to child care providers and Resource and Referral Agencies (R&Rs) throughout California. During the exit interview, Deanna Hamilton, confirmed that there are no Registered Sex Offenders living in the facility and LPA completed the RSO profile in FAS.
