Staff 1 (S1) and Staff 2 (S2) failed to console or comfort crying infants, demonstrating a failure to meet infants’ basic care needs. Additionally, S1 placed infants on prolonged time-outs by confining them in highchair-style equipment and similar furniture as a form of discipline or punishment. Although no visible injuries were observed, this conduct posed an immediate risk to infants’ personal rights, health, and well-being.
