What the inspector wrote

Licensing Program Analyst (LPA) D. Dowling and Licensing Program Manager (LPM) E. Bell conducted an unannounced complaint inspection on 07//08/2025 at 1:30 pm. Upon arrival, LPA Dowling and LPM Bell were buzzed into the facility and were then led into the office of Owner/Director Roshawn Hooper. The purpose of the visit was then announced to Owner/Director Hooper. Director Hooper then led LPA and LPM on a tour of the preschool classrooms. In Pre-K (A), there were 19 children with one staff. In Pre-K (B), there were 11 children with one staff. In PS (A), there were 19 children with 2 staff. There were no children In PS (B) and MPR. Though nap time is approximately 11:45-02:30, not all of the children in Pre-K(A) and PS (A) were napping. In Pre-K (A), the children were observed to be all on their cots, however, only five were observed to be asleep. In addition, LPA and LPM observed the napping equipment to be close together not allowing room for access to a walkway without having to walk on or over cots of other children. The facility was issued Type B citations in violation of Title 22 regulations. (See LIC 809-D for deficiency page). Exit interview was conducted with the Owner/Director Hooper. The notice of site visit was provided to Owner/Director Hooper and shall remain posted for 30 days.

    ACTIVITIESA teacher-child ratio of one teacher supervising 24 napping children is permitted provided that the remaining teachers necessary to meet the overall ratio specified in Section 101216.3(a) are immediately available at the center. This requirement is not met as evidenced by: during the tour, there was one staff with 19 children in Pre-K (A) and not all of the children were napping. This poses a potential risk to the health, safety or personal rights of the children in care.

    NAPPING EQUPMENTNapping equipment shall be arranged so that each child has access to a walkway without having to walk on or over the cots or mats of other children.This requirement is not met as evidenced by: During the tour, LPA and LPM observed that the cots in Pre-K(A) were positioned so that there was not a walkway between the cots without having to walk on or over the cots of other children. This poses a potential risk to the health, safety or personal rights of the children in care.
