What the inspector wrote

Licensing Program Analyst (LPA) Deanna Villagrana met with licensee Jacqueline Meier-Jewett to deliver findings for the above allegations. Present were licensee, licensee's husband, licensee's adult daughter, her granddaughter and one day care child age two. Based on LPA's observation and interviews which were conducted, the preponderance of evidence standard has been met, therefore the above allegations are found to be SUBSTANTIATED. Licensee's daughter, Michelle Jewett admitted to smacking a child's hand. LPA observed the backyard play area is unsanitary for children including a strong odor of dog urine. LPA observed toys are unclean and have dog hair on them. California Code of Regulations, Health and Safety Code 1596.80, are being cited on the attached LIC9099D. Notice of site visit was issued and must be posted for 30 days.

    102417(b) The home shall be kept clean and orderly, with heating and ventilation for safety and comfort. This requirement was not met as evidenced by LPA observed the backyard play area is unsanitary for children including a strong odor of dog urine. LPA observed toys are unclean and have dog hair on them.This poses a potential risk Health, Safety Personal Rights risk to children in care.

    102423(a)(4) Personal Rights. Each child shall be free from corporal or unusual punishment. This requirement was not met as evidenced by Licensee's daughter, Michelle Jewett admitted to smacking a child's hand. This poses a potential risk Health, Safety Personal Rights risk to children in care.

  • OPERATION OF A FAMILY CHILD CARE HOME

    Fireplaces and open-face heaters shall be screened to prevent access by children. The home shall contain a fire extinguisher and smoke detector device which meet standards established by the State Fire Marshal. This requirement was not met as evidenced by LPA observed a 1A10BC fire extinguisher. This poses a potential risk Health, Safety Personal Rights risk to children in care.
