Based on observation, the licensee did not comply with the section cited above in that there were 3 metal panels accessible to children in the playground. When opened there was a label on the inside of the panels that stated "Danger hazardous voltage contact will cause severe injury or death." This poses/posed a potential health, safety or personal rights risk to persons in care.
