These items were inaccessible to children in a latched cabinet underneath the kitchen sink. However, these were not secured by a key lock or combination lock. (a) The licensee shall be present in the home& ensure children in care are supervised at all times. When circumstances require licensee to be temporarily absent from the home, the licensee shall arrange for a substitute adult to care for and supervise the children during his/her absence. Temporary absences shall not exceed 20 percent of the hours that the facility is providing care per day. This was not met as evidenced by: video footage showing licensee leaving the property during the time children were in care. This poses a potential risk to the health and safety of children.
