    Personal Rights: (a) The licensee shall ensure that each child is accorded the following personal rights: To be accorded safe, healthful and comfortable accommodations, furnishings and equipment to meet his/her needs. This requirement was not met as evidenced by: Based on interviews with the Department, Ms. Alzerkany acknowledged that a child C1 was partially and not completely strapped into a high chair, per manufacturers recommended guidance, which poses an immediate health, safety or personal rights risks to the children in care.
