Annual inspection of 40-capacity infant program. One deficiency cited: missing Needs and Services Plans for infants 12-24 months. All other areas in compliance.

Complaint investigation revealed that the infant facility has been bottle propping—feeding infants by propping bottles with blankets or other items instead of holding them. Staff interviews documented observations of unsafe feeding practices.

The infant program was operating with direct supervision and proper ratios, but the inspector noted that the sleeping space was not physically separated from the activity area. The visit also found an expired fire extinguisher, no lead testing on record, and an operational bubbler that still needed to be addressed.

During a case management deficiency inspection, licensing found an infant teacher was working at the facility without being associated to the site in the licensing system. The staff member had a complete file and was otherwise eligible, but the missing association triggered an immediate civil penalty.
