What the inspector wrote
On 10/18/2024, at 1:00 p.m., Licensing Program Analysts (LPA’s), Cindy Meier and Victoria Hernandez conducted an unannounced Annual Inspection and met with Licensee, Lanasha Herriott. LPA disclosed the purpose of the inspection and was led on a tour of the facility indoors and outdoors. This facility is a one story, three-bedroom, two-bathroom house. The following areas are used for childcare: living room, kitchen, dining area, bathroom #2, bedroom #3, fenced front yard. Off limits areas include: garage, bedroom #1 (master), bathroom #1 (master), bedroom #2 and backyard which are made inaccessible through the use of a safety gate and safety locks.
Hours of operation hours are Monday – Sunday, 23 hours. Present during the inspection were licensee, assistant (A1) and four (4) children.
The fire extinguisher has expired. Smoke detector and carbon monoxide detector met requirements. Hazardous items were inaccessible to children in care. LPA informed licensee poisons shall be placed in a storage area and locked. LPA did not observe any poisons during the inspection. The storage area for poisons is locked. LPA observed toys and materials available for children’s use. The home has a fenced front yard available for outdoor activities. The back yard is Off Limits. LPA informed licensee to ensure children are supervised at all times during outdoor activities. There is a fireplace on the premises that is barricaded by a screen. Licensee stated there are no bodies of water. LPA did observe a non-functioning fountain in the off-limit back yard which is inaccessible to the children by a locked sliding door and a sliding door alarm. Licensee stated there are no firearms, other weapons, or ammunition in the home.
Licensee maintains documentation of proof of control of property for review by the Department. Property Owner/Landlord Consent form LIC9149 is on file, signed by landlord and approves licensee to care for fourteen (14) children. Fire clearance was granted 6/9/2022.
A review of staff records on this date indicates that the assistant A1, has not received criminal record and child abuse clearance.
LPA reviewed children’s files. Three (3) out of four (4) Children’s files reviewed were incomplete.
Licensee was reminded that all adults 18 and over living or working in the home, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a licensed Family Child Care Home. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated.
Licensee’s Mandated Reporter AB1207 training expires 04/2026. Pediatric CPR and First Aid certifications expire on 05/2025. Licensee has required immunizations, per file review. Facility roster is maintained and was reviewed. The licensee conducted and documented a fire and disaster drill on 5/19/2024. Required documents are posted. There is one crib or play yard for each infant who is unable to climb out of the crib or play yard.
This facility provides Incidental Medical Services – IMS. LPA reviewed storage of medication and equipment/supplies, and reviewed children’s, personnel, and administrative records. For IMS information see

LPA discussed the safe sleep regulations with licensee and discussed the Child Care Licensing Safe Sleep webpage at:

, as an additional resource. LPA also informed licensee of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at:

, and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment.
Licensee was informed of the MyChildCarePlan.org website; a consumer education website that helps families obtain childcare by connecting them to childcare providers and Resource and Referral Agencies (R&Rs) throughout California.
LPA reviewed with licensee the LIC 311D, Forms/Records to Keep In Your Family Child Care Homes, children’s forms/records, facility forms/records, and information to be posted. Entrance Checklist was provided to the applicant.

Per California Code of Regulations, (Title 22, division 12 & Chapter 3) two (2) Type A citations, and three (3) Type B citations are being cited on the attached LIC 809-D.
LPA Cindy Meier
informed Licensee, Lanasha Herriott that this report dated 10/18/24 document(s) (2) Type A citation(s) which shall be posted for 30 consecutive days as there is immediate risk(s) to the health, safety, or personal rights of children in care.
Also, LPA Cindy Meier informed the Licensee, Lanasha Herriott to provide a copy of this licensing report dated 10/18/24 that documents Type A citation(s) to parents/guardians of all children currently enrolled by the next business day or the next day the children are in care, and to any newly enrolled parents/guardians for 12 months from the date of this report. A signed Acknowledgement of Receipt of Licensing Report (LIC 9224), or other written statement, must be placed in the child's file for verification.
During the exit interview, the Licensee, Lanasha Herriott, confirmed that there are no Registered Sex Offenders living in the facility and LPA completed the RSO profile in FAS.
A notice of site visit was given and must remain posted for 30 days.
