This requirement is not met as evidenced by: S1 removed food from a child before they were complete and attempted to move the child to the rug without child's consent. 101216.3 Teacher-Child Ratio(a) There shall be a ratio of one teacher visually observing and supervising no more than 12 children in attendance, except as specified in (b) and (c) below. Based observation conducted, LPA observed 18 children left with music staff without fully qualified teachers present in the room which poses an immediate risk to the health, safety and personal rights of children in care.

Supervision shall include visual observation.This requirement was not met as evidenced by: Based on observation, LPAs observed that a child was behind the slide of the play structure. A staff did went over to the child. There were two staff present, but cannot visually see the child from where they were positioned. This poses a potential health and safety risk to children.
