This requirement was not met based on evidenced of records reviewed, photos and interviews. LPA Herrera obtained corroborating interviews, photos, and documentation that revealed staff #1 rough handled and pulled on child #1’s hair, which posed an immediate risk to the health, safety and/or personal rights to children in care.
