Criminal Record Clearance 101170(e) All individuals subject to a criminal record review pursuant to Health and Safety Code Section 1596.871 shall prior to working, residing or volunteering in a licensed facility:(2) Request a transfer of a criminal record clearance as specified in Section 101170(f). This requirement has not be met as evidenced by review of Guardian, and a discussion with staff during the office visit on 7/13/22. It was determined that a criminal record clearance for I. Artemieva was not associated to the facility prior to her working in the facility in August 2021. This poses a potential risk to the health and safety of children in care.

PERSONNEL REQUIREMENTS
Personnel Requirements 101216(a) Child care center personnel shall be competent to provide the services necessary to meet the individual needs of children in care and shall at all times be employed in numbers sufficient to meet those needs.This requirement has not been met as evidenced by the review of video on 7/13/22, in which it was observed that a staff member grabbed, poked and slapped a child and other staff did not intervene. This poses a potential risk to the health and safety of children in care.
