This requirement is not met as evidenced by: Per LPAs investigation, on at least 2 occasions children used personal devices to interact with a stranger and physically exposed themselves. Staff were unaware, did not witness the incidents and made aware after children self-reported. This is an immediate risk to the health and safety of children.

101223(a) Personal Rights The licensee shall ensure that each child is accorded personal rights. his requirement is not met as evidenced by: Per LPA's investigations a child opened the bathroom door when another child was inside, resulting in that child being visually exposed to other children sitting at a table outside. Staff were not aware of the incident, did not visually witness it and became aware when children reported to them. Facility failed to provide safe, healthful and comfortable accommodations to children and which resulted in interference with toileting needs. THis is an immediate risk to safety of children.
