Staff #1 was also observed yelling at children on multiple occasions which poses an immediate risk to the health, safety, or personal rights to children in care.

Despite being instructed to stop, the children continued to engage in physical fighting in which staff neglected to intervene which resulted in child #1 sustaining minor physical injuries in the facial area. This is an immediate safety risk to children in care.
