(b) All residents in all residential care facilities for the elderly shall be protected from all of the actions... Based on interviews and observation, the Administrator did not comply with the section cited above which poses a potential health, safety or personal rights risk to persons in care.

Resident was admitted to the facility on 04/28/2023.
